Senator Joker Arroyo described the president's address using the word "rapacious".

Senator Arroyo also used this term to describe co-Senator Loren Legarda's black gown.

I guess Sen. Joker Arroyo has the best word for it! I cannot find any word that would describe the SONA of PGMA than rapacious.
